Governance of Energy Union Regulation:
Regulation (EU) 2018/1999 of the European Parliament and of the Council on the Governance of the Energy Union and Climate Action

Regulation (EU) 2018/1999 of the European Parliament and of the Council on the Governance of the Energy Union and Climate Action was adopted on the 11th of December 2018 and defines common rules for the member states for planning, reporting, and monitoring their progress towards reaching the 2030 climate and energy targets.

In this context, the member states are obliged to submit national energy and climate plans (NECPs) to the Commission every 10 years, the first having been submitted at the end of 2019 and the next one being due in 2029.
The first NECP is to be updated by June 2024 to consider the member states’ initial experiences and determine a revised level of ambition for meeting the 2030 targets.

In addition, the member states are obliged to develop a long-term strategy for their green transition and must ensure the coherence between this long-term strategy with the shorter-term NECPs.
