Structural Fund Projects in Spain

Since 1986, Spain has received major funding from the EU Structural Funds (SF).
The Spanish Ministry of Economy and Finance is responsible for the coordination of the application and management of the SF via the General Directorate of Community Funds of the General Secretariat of Finance and Budgets. From here, SF are distributed among the management bodies of the Autonomous Regions.

In 2000-2006, Spain has received a total of 55,025 Million euros (1999 prices). The Beneficiaries of Objective nº 1 were 12 Spanish regions (Andalusia, Asturias, the Canary Islands, Castilla y Leon, Castilla-La Mancha, Ceuta, the Community of Valencia, Extremadura, Galicia, Melilla, Murcia and Cantabria). The beneficiaries of Objective nº 2 were the Autonomous Communities of Aragon, the Balearic Isles, Catalonia, Madrid, Navarre, the Basque Country and La Rioja.
The regional applications are selected for each Objective based on a series of multi-annual programming documents drafted by the Spanish State in cooperation with the regions.


Most of these resources have been used to build or improve roads and motorways. In the renewable-energy field the investments are mainly in solar energy source.

Future
In 2007-2013 Spain will receive about 31,536 Million euros (2004 prices). This is about 60% of the amount received in the previous period. The number of the eligible regions are also decreasing. Next period, only Andalusia, Castilla-La Mancha, Extremadura and Galicia will be beneficiaries of Convergence Objective (former Objective nº 1).

Solar Projects:

Programme for Promoting Solar Installations in the Canary Islands (PROCASOL)

Short description: programme for promoting and financing solar thermal energy systems for hot water production.
Budget for 2006: 1,100,000 €, co-financed by ERDF in 65% for companies and 55% for the rest.

Andalusian Programme for the Promotion of Installations of Renewable Energy Sources (PROSOL)

Short description:
The programme subsidizes investments made in installations such as solar thermal for hot water production, solar photovoltaic isolated from the electricity grid or solar photovoltaic connected to the grid.

Regional Program for Castilla y Leon

Short description: This Regional Program subsidizes solar energy projects co-financed by Structural Funds (ERDF).
ERDF: 60% of the investment.

BioEnergy Projects:

Waste Not, Want Not (biogas)

Short description: Building of a central waste treatment plant for the treatment of solid waste and purification of waste water.
Project cost: 750,000 EUR
ERDF: 325,000 EUR (50% of the work)

Global Renewable Energy Projects:

The Best Energy is Energy which is Not Used

Short description: The national centre for renewable energies (CENER) was created in 2000 in Pamplona, to research and promote the development of renewable energies and to disseminate knowledge and boost competitiveness of the related business.

Total Project cost: 15,600,000 EUR
ERDF: 2,800,000 EUR
